The most recently published data available at the time of the competition is used. Academic performance plays an important role, but it is not the only decisive factor.
Yes. You may apply for both competitions, thereby doubling your chances of success. However, if you are awarded a quota in one competition before the results of the other are announced, you must immediately decide whether to accept the offer or decline it and wait for the second competition. This is done to prevent the university from losing a quota place and to allow it to be offered to another student if you decline.

Requirements from the host university
A transcript is a list of all completed courses along with your grades. The English-language transcript can be ordered from the academic office of your degree program.
The GSB International Office can issue a confirmation letter upon request, provided you have documented proof of your English proficiency. Acceptable proof includes: results from the Independent English Exam or LingvoTest, international certificates (including Duolingo), or studies in an English-taught program. Other documents are reviewed on a case-by-case basis. To request a letter, email outgoing.gsb@hse.ru.
A Learning Agreement (LA) is a document similar to the IUP (Individual Study Plan) that some host universities require. The LA template is provided by the host university. The student fills in all necessary information and sends it to the GSB International Office for signature along with the final approved version of their IUP to outgoing.gsb@hse.ru.
Required details for the form:
Faculty/Department – Graduate School of Business
Address – 26/4 Ulitsa Shabolovka, Office 4340, 119049, Moscow
To verify the selected courses, the IUP must be submitted together with the LA.
Visa Processing
Students apply for a student visa independently. The most up-to-date list of required documents should be checked on the website of the embassy, consulate, or visa center of the host country.
Please contact the GSB International Office at outgoing.gsb@hse.ru, and we will send you a copy of the document.
